For some reason Microsoft decided to turn of the telnet client by default in Vista. More then likley it is due to the lack of secuity and data is being transmitted over the network in plan text. To enable the telnet client please follow the steps below.
You will know it is not installed if you get an error message, 'telnet' is not recognized as an internal or external command, operable program or batch file.
Click on the windows Icon
Select Control Panel
Select Programs
Select Turn Windows Features on or off
When the security alert pops-up select Continue.
Fild Telnet client in the list and put a check mark next to it
Select OK
Once it has finished it time to try it out.
